The Navy monitors air quality while the fuel tanks are being ventilated for cleaning even though there have not been any detections of volatile organic gases. HONOLULU (Aug.13, 2024) A Sailor assigned to the Navy’s Water Quality Action Team (WQAT), collects a rapid response drinking water sample at a Moanalua Terrace neighborhood residence in Honolulu, Aug. 13, 2024. The rapid response samples taken by the WQAT will be tested immediately for total petroleum hydrocarbons (TPH) with results provided to the resident within 24 hours from sampling. Drinking Water Long-Term Monitoring (LTM): From March 2022 to March 2024, the Navy implemented a two-year period of LTM of the JBPHH drinking water system. The Navy collected over 9,000 samples testing for over 57 analytes to include metals, hydrocarbons, Synthetic Organic compounds, and Volatile Organic Compounds. Extended Drinking Water Monitoring (EDWM) program: In March 2024, the Navy voluntarily implemented EDWM ensuring the JBPHH drinking water system remains safe for consumption and meets all state and federal drinking water standards. The Navy has collected over 3,000 samples testing for over 50 analytes. The webinar discussed the Navy’s groundwater monitoring well network around the area of the Red Hill Bulk Fuel Storage Facility. Since groundwater can be a raw source of drinking water, the Navy utilizes data from a system of monitoring wells and combination of various flow models to develop a comprehensive understanding of the groundwater conditions in the area. These efforts are closely coordinated with regulators and will help us better protect Oahu’s aquifer.

Sludge is a waste product mixture of fuel, water, dirt, metal particles, and microorganisms that forms at the bottom of all fuel tanks. To remove sludge, workers are safely lowered down into the tank in a metal basket wearing personal protective equipment to manually shovel out sludge via 5-gallon buckets used to fill 55-gallon drums. Working in the facility tunnels, drums are set inside containment devices for spill prevention and sealed. The drums will then be transported off island to a permitted waste disposal facility on the continental U.S. More info at: https://www.navyclosuretaskforce.navy.mil/
